School excursion transport, timed to the school day

An excursion has two fixed points: the morning departure and the afternoon pickup line. Everything between them is travel time, set-down time and a margin for headcounts.

Start with the school's own policy

Education departments publish excursion guidance, and it differs by state and sector. The Victorian department, for example, wants excursion transport arranged in advance using registered vehicles and fully licensed drivers, and treats driver fatigue as a workplace safety duty. Read your system's policy before asking for a quote, and list what the operator must confirm in writing.

In NSW, the bus operator must hold Transport for NSW accreditation and each driver a Bus Driver Authority. In Victoria, anyone running buses that seat 10 or more adults, driver included, must be accredited. Ask for both to be named on the quote so the risk assessment can cite them.

Canberra and other big set-down points

A Canberra program claiming the federal PACER rebate must include at least three of four institutions: Parliament House, the Museum of Australian Democracy, the National Electoral Education Centre and the Australian War Memorial. Each has its own kerb. At the War Memorial the Schools' entrance is for drop-off and pickup only, with limited coach parking on Treloar Crescent. At the National Library students step off out front, but the bus parks beyond Questacon.

Elsewhere, Sovereign Hill in Ballarat has excursion bus parking opposite its Bradshaw Street entrance, and the Wright Lane zone at Newcastle Museum is for drop-off only.

Regulations that apply

  • Victorian excursion guidance asks schools using public transport to give the transport authority at least a fortnight's notice of travel
  • NSW bus drivers need a Bus Driver Authority, valid for three years; drivers over 60 need annual health assessments
  • In NSW, passengers aged over 16 can be fined for not wearing a seatbelt where one is fitted

Building the day backwards

Work back from the return time parents were given. Allow for the drive, a toilet stop, a headcount at every reboarding and afternoon traffic. The Sydney to Canberra leg takes around three hours in each direction, so a same-day return leaves little time on site and presses against the driver's work limit under the Heavy Vehicle National Law. An overnight program, or a second driver, solves both.

Will students have seat belts?

Heavy buses and coaches built from 1 July 1994 fall under the ADR 68 seatbelt rules, though route-service buses are excluded. In NSW, passengers over 16 can be fined for not wearing a fitted belt. Ask the operator to confirm belts on the assigned vehicle.

How many students fit on one coach?

Full-size coaches typically seat 45 to 57. Count teachers and helpers too, and plan with the seat number printed on the quote rather than a typical figure.

Dates, the school address, each destination with its booked entry time, student and staff numbers, and any student who needs an accessible vehicle.
