Melbourne Airport (MEL): permits, bus zones and the city run

Melbourne Airport runs coaches and group buses on permits. Each bus may wait only in the area its permit shows, dwell times are limited, and the driver stays with the vehicle. The schedule has to fit the airport's rules, not the other way round.

Where the group meets the vehicle

Group vehicles load in two kinds of place: forecourt bus zones outside T1, T2 and T3, and the T4 Ground Transport Hub at ground level of that terminal's car park. Terminal 1 handles Qantas domestic flights, Terminal 3 Virgin Australia domestic and Terminal 2 international, so a delegation flying on three carriers can end up at three doors. Tell delegates which exit to use before they fly and put it in the joining instructions.

There is no separate coach holding area. A permitted bus waits only in its allocated zone, so the pickup is timed to the group reaching the kerb with bags, not to touchdown.

Permits, accounts and dwell time

An operator using the forecourt or the T4 hub commercially must be registered in the airport's online Bus Account System with its ABN, bus accreditation and vehicle registrations showing seat numbers. Vehicles with 10 or more seats, counting the driver, also need Safe Transport Victoria accreditation. Access fees come out of the operator's account each time the bus leaves, and congestion fees apply beyond the permitted dwell times.

In practice, a group still at the carousel when the bus pulls in costs time and money. Ask your lead to call the driver only when everyone is together.

Kerbside changes from spring 2026

From early October 2026, private cars collecting passengers at Terminals 1 to 3 switch to the new T123 Transport Hub, off Naarm Way. What remains of the kerb is kept for commercial traffic: coaches and buses, taxis, rideshare, the express bus into the city. Delegates met by colleagues in their own cars will be collected somewhere different from the group coach, so say so in the briefing.

Into the CBD

The usual route to Flinders Street is the Tullamarine Freeway and CityLink, which is tolled and cashless; buses with 13 or more seats are charged as heavy commercial vehicles. In the CBD, the City of Melbourne's signed bus spaces let a bus stand for under 15 minutes while people board or alight, so a hotel arrival is a quick unload with bags handed straight to the concierge. Longer layover is outside the CBD. MCEC at South Wharf sits beside the city on the Yarra.

Questions

Can a bus wait at the terminal for a late flight?

Only in its allocated zone and only for the permitted dwell time. The operator tracks the flight and times the move to the forecourt.

Is Avalon an option for a Melbourne event?

Yes, if the flights suit. Avalon is about 50 minutes from the Melbourne CBD, and a group landing there is quoted as a separate job with its own pickup rules.

What goes in the request?

Flight numbers and terminals, headcount per flight, bag count, the CBD address with any loading details from the hotel, and a contact who will be at the airport.
