Perth Airport (PER): two precincts, sized bays, one run sheet
For ground transport, Perth Airport is really two airports: the T1/T2 precinct and the T3/T4 precinct, about a ten-minute drive apart. Most group pickups that go wrong here go wrong because the vehicle was sent to the other precinct.
Check each airline's terminal first
Terminal 1 takes international and domestic flights, Terminal 2 domestic, Terminal 3 international and domestic, and Terminal 4 domestic. Put the terminal beside every flight number on the manifest. Where a group is split across precincts, send one vehicle to each, or bring one half across on the free terminal transfer bus and leave from a single point.
Buses, coaches and shuttles collect at the T1 Coach Bays for the T1/T2 precinct and the T3 Coach Bays for T3/T4, under the rules posted there.

Bays by vehicle size
Perth sorts its bus zones by size, with separate zones for full-size coaches, for medium buses and for minibuses, and each vehicle must use its own, so the quote should name the vehicle class. There is no separate coach holding area. Bus zones are time-limited, and extra time is granted only while passengers and luggage are physically going on board.
Executive cars for senior guests are handled separately. Chauffeured and small charter vehicles need a Perth Airport SCV Access Card and use designated areas, including a T1 International SCV Parking Area next to International Arrivals and set-aside bays in the T3/T4 short-term car park. Your VIP and your delegates may walk out to different places.

Permission first, then the city
Every bus operator needs written permission from the airport, or an arrangement with it, before collecting passengers. Western Australia also runs its own driver fatigue scheme rather than the national one.
The city is about 20 minutes away in light traffic, and WA has no toll roads. Inside the City of Perth, loading zones belong to goods vehicles; buses are barred from them, even for a quick passenger drop. Agree each hotel set-down in advance, and ask the convention centre beside Elizabeth Quay for its coach arrival point.

Can one coach collect from both precincts?
It can, but allow for the drive between them and a second pickup. For tight timings, two vehicles are usually cleaner.
Part of the group is staying in Fremantle. What changes?
Only the distance. Give the exact address, whether a West End hotel or the passenger terminal, and the quote reflects the longer run.
Does the driver need a special authorisation in WA?
Yes. Drivers carrying passengers for hire or reward need the state's passenger transport driver authorisation, renewed each year. Ask for it to be confirmed on the booking if your policy requires it.
